The Criminal Investigation Function of the Detective Bureau provides 24-hour coverage to the Police Department. An “on-call” schedule/roster of Detectives is maintained in the Detective Bureau and Communications. Should an investigator be needed, a call shall be placed first to the Bureau Commander or Supervisor to determine if an investigator(s) will be sent. The Bureau of Investigations will handle and/ or assist with, but is not limited to, the following offenses:
1. Crimes against persons:
a. Homicides.
b. Robberies.
c. Assaults/Domestic Violence cases.
d. Other criminal offenses against persons not falling in the above categories.
2. Property Crimes (through follow up investigations if appropriate):
a. Burglaries.
b. Larcenies.
c. Auto thefts.
d. Arsons.
The Detective Bureau utilizes a Case Screening System and specifies the criteria for continuing and/or suspending an investigative effort.
1. Case screening will be accomplished by the Bureau Commander or the Bureau Supervisor at the start of each day. It will be their duty to review all cases daily and utilize the “Case Screening Form” to determine if an investigation should be conducted. The Case Screening Form lists the various criteria which will dictate whether follow-up investigation is commenced.
2. The Bureau Commander or Supervisor will take these factors into consideration while reviewing cases or information, to ensure that follow-up investigations are determined by solvability and degree of seriousness factors in regards to the investigative workload. The use of solvability factors will be utilized to determine cases for follow-up investigations. Other factors that will also determine if follow-up investigations are conducted are information received from crime analysis regarding current criminal activity patterns, information received from surrounding jurisdictions, and information from any other source regarding criminal activity.
