Solid Waste Billing

Cash, Check, and Charge
Solid waste bills can be paid by cash, check, and debit or credit card.  Cash will only accepted in person at the Finance Department.  Checks can be paid in person or sent via regular mail.  Credit card payments are accepted in person and over the phone by contacting the Finance Department mainline at (314) 505-8544.  The City only accepts Visa and MasterCard.  Currently there is no convenience fee charge for debit or credit card payment processing.

Online Payment Option
eUtilities is a free service that allows residents to view their solid waste account activity, make payments, and receive an email to view billing statements.  To sign up for this service, click on the following link, Online Bill Payments.  On the account login screen, use your account number and the last name of the primary on the account as the log-in information.  If you have difficulty logging into your account or have questions about how to navigate the system, please contact the Finance Department at (314) 505-8544.  Currently the system only allows for payments using a debit or credit card with a Visa or MasterCard logo.

Save time, by signing up for the Electronic Funds Transfer program for solid waste billing.  This program allows solid waste bill payments to be automatically debited from your account five (5) business days before the due date and applied directly to your solid waste bill during each billing cycle.  Please return the form along with a copy of a voided check to the Finance Department for processing.

Residential Vacancy Credit
A credit for solid waste services may be granted for vacancies of residential units within a building.  for the purpose of this vacancy credit policy, solid waste services shall include garbage, recyclables, bulk items and yard waste.  Residential, with regard to the collection and disposal of solid waste accumulated in the City, shall refer to single-, two-, three-, and four-family residences located within City limits.  However, this policy is NOT intended for single-family dwellings, commercial properties, or properties with more than four (4) units.  Owners receiving collection services from the City shall receive a credit against the fees imposed for each full month of unit vacancy pursuant to Section 230.110 (paragraph D), provided that:

1. The owner files an application for credit with the Director of Finance no later than forty five (45) days prior to the end of the current billing period;
2. The unit has been registered with the City as a vacant property pursuant to Section 240.020 of the City code'
3. The unit was vacant during the current billing period, and the vacancy lasted at least three (3) consecutive months, including any vacancy time that carried over from the previous billing period; and
4. No solid waste from the unit was collected by the City during the vacancy.

Billing will continue until all necessary information is provided and credit has been approved and applied.  If approved, the owner will receive a credit for the period of the vacancy.  Credit will only be granted to the current owner and is not transferable, and can only be applied to charges for solid waste services.

The City reserves the right to have thirty (30) days to review all requests once all required documentation has been received.  The City reserves the right to inspect the property for vacancy.

Vacant Building Registration
To receive credit for a vacant building, the building must be registered with the Department of Community Development.  At the time of vacant registration, solid waste billing will be suspended, service will be stopped, and trash receptacles will be removed from the vacant property.  If you have any further questions regarding vacant registration, please call (314) 505-8500 or click on the following link, Vacant Building Registration, to review the application and it's requirements.

The City requires that leaves, twigs and small brush be placed in 30-gallon biodegradable bags with an identifiable yard waste sticker attached to the bag.  The yard waste stickers may be purchased at the following locations:

Millbrook Pharmacy: 7010 Pershing Ave

Yard waste stickers cost $7.50 for a strip containing five (5) stickers.  Some locations do sell them individually. 

Yard waste stickers are NOT required October 15 thru December 31.

Yard waste stickers can also be purchased through the mail, by sending in a self addressed envelope along with your payment to the below listed address.  We only accept check or money order.

If you would like to request an additional trash cart because your trash consumption has increased, please submit a request.  Residents that have applied for the senior discount rate will not be able to request an additional cart without first opting out of the senior discount rate program.  Requesting an additional trash cart will increase your rate.  The rate will increase from $110.10 every six-month billing cycle to $220.20 every six-month billing cycle.
